Procurement Consultant (Full time position, Eindhoven)

Philips Flexfinder

Philips Flexfinder (PFF) is a large and successful global MSP program. What started in 2009 in Drachten has developed into a global program that manages a very large spend. With a team of 25 professionals we are servicing Royal Philips and Signify (former Philips Lighting) covering 24 countries across 4 continents (Asia Pacific, Latin America, North America and Europe). The biggest markets are the Netherlands and the USA, covering 85% of the global managed spend. PFF is responsible for all hiring of contingent labor (mainly professional level). The program has selected a strong supplier base to attract good candidates against the best rates.

 

The Opportunity: Statement of Work (SOW)

PFF has recently started to add SOW services to the program. SOW are output based projects where suppliers have the full responsibility of delivering a project. This represents a great (multi million) opportunity to further grow our business at our client. In order to capitalize on these opportunities we want to hire a Procurement Consultant, based in Eindhoven. The initial scope will be the Netherlands, however, the ambition is to rollout globally.  PFF is responsible for managing (including administration and invoicing) all projects in the VMS tool (Vendor Management System).

 

Responsibilities
In this role you will be the focal point of contact for business managers, procurement and suppliers. You will manage a variety of stakeholders to win their full support to develop our SOW business. Below the main tasks and responsibities:

 

Clients:

  • Daily fulfilment of SOW Bids for projects < € Intake with hiring managers to understand the requirements, distribution of RFI/RFQ requests to suppliers.
  • Engages proactively with the client in a consultative procurement role as the direct, primary buying contact.
  • Consults clients and offers solutions that can be managed in the VMS tool.
  • Builds relationships with client’s hiring managers, ensures overall sourcing strategies are executed to plan in collaboration and agreement with the hiring manager.
  • Process management in line with client specific procedures, undertaking accurate record keeping of SOW fulfilment.
  • Supporting of budget and cost control.
  • Project evaluation.
  • Ensure cost savings targets are met.
  • Regular business reviews with various procurement teams.
  • Provides training to hiring managers (process and VMS-tool).

 
Suppliers:

Fosters alliances, business partnerships and relationships with supplier contacts.

  • Manages a variety of relationships with suppliers with objective to establish a long term relationship,
  • Evaluates regularly with key suppliers, in order to improve supplier’s services and performance.
  • Reduce supplier base (especially one off vendors) by utilizing key suppliers.
  • Participates in supplier meetings, supports short listing of proposals, evaluating and negotiating supplier quotations.
  • Contracting new suppliers within the program, onboarding and training. Serves as first line help desk for suppliers for solving issues and answering questions.
  • Provides training to new suppliers (process, VMS, invoicing)

 

 Selection criteria:

  • Must have proven track record in selling or buying SOW projects.
  • Preferred background in IT Output Based Services or Consultancy.
  • Project Management skills.
  • Ability to drive change and manage transitions.
  • Technical / Business background (University level).
  • Business development mentality with entrepreneurial mindset.
  • Is excellent in planning and organizing.
  • Has leadership / communication style flexibility.
  • Native level of Dutch (preferred), otherwise excellent English skills and additional language(s) is a plus.
